In 2011, the Federal Financial Institutions Examination Council (FFIEC) issued a supplement to its 2005 Authentication in an Electronic Banking Environment guidance to address the risk of account takeover. The supplement states that banks should no longer consider “shared secret” challenge questions (i.e. static knowledge-based authentication) to be an effective risk mitigation technique.
